  1. What's the difference between a technical goal and a performance goal?

Would an example of a technical goal be not to misplay any hands and a performance goal to have a 60% game?

  2. Hey Mojo
You are on the right track.
Not to misplay any hand would be an ultimate performance goal. If you ever achieve that, let me know.
A technical goal will be a little more than a performance goal and will focus on one specific aspect.
Say you will (recognise) and execute correctly a certain type of squeeze - or you wil make "correct" leads - or that you will remember to count declarer shapes in all defense hands.
A performance goal would be the equivalent of winning a par contest, except we also have to contend with bidding, opponents (good and bad) etc. So not to misplay, not to misdefend any hand, bidding all good games would be measurable performance goals. You could have a target of 80% perfect declarer play for example. Or 100%in all game contracts.....
Maybe in your case 100% always:)
In a team match, the datum will give you some idea of performance but it is still biaised with the performance of others.

My boss Linda recently mentioned your site on her blog (http://linda.bridgeblogging.com/?p=1461), and I think it would be a great addition to our blogroll.
